People who live, work, or go to school in the city, or groups whose activities are based in the city, and whose members are more than half of the people who live, work, or go to school in the city.
Target business
Grants for cultural and artistic projects: When residents hold performances, recitals, etc. aimed at a wide range of ward residents, as well as lectures, recitals, etc. for the purpose of training instructors.
